Report: Loughner to offer up guilty plea in Gabby Giffords shooting

TUCSON, ARIZONA:  More than a year ago, former Arizona state representative Gabriel Giffords was shot and paralyzed by Jared Loughner, now according to reports Loughner is preparing to change his plea to guilty voluntarily.

“Mental health officials believe he is now competent to understand the charges against him in the assault,” the Los Angeles Times first reported Saturday evening, citing “knowledgeable sources.”
